Arc Southeastern Minnesota's mission is to build inclusive communities for all by providing support, education, and advocacy to persons with developmental disabilities and their families. Arc improves the quality of life for persons with developmental disabilities and assists them in obtaining the full range of civil rights, including the right to equal education, housing, and employment. Arc supports and advocates to secure and enhance opportunities for people with developmental disabilities and their families to choose how they live, learn, work and play in their communities.

Arc Southeastern Minnesota addresses the needs of persons with developmental disabilities and their families in a holistic way by looking at the total person. Arc is the gateway through which persons with developmental disabilities and their families pass as they search for support from others who have shared their same experience.
Arc Southeastern Minnesota identifies gaps in the service system and leads collaborative efforts with other agencies and elected officials to find ways to close these gaps. Arc promotes the development of or provides new services so that people with developmental disabilities can live full and productive lives in their communities.
Goals for 2005-2006
I. To continue to provide core program services of support, education, and advocacy to 350 persons with developmental disabilities and their families who live in Dodge, Fillmore, Goodhue, Houston, Olmsted, Wabasha, or Winona counties.
II. To increase the number of families using the services of the PLAN (Planned Lifetime Assistance Network) Program from 25 to 75.
III. To generate revenue of at least $35,000 by continuing as the fiscal host of the Region 10 Quality Assurance System including employing and supervising staff and managing the program.
IV. To implement strategies to facilitate empowerment of individuals with developmental disabilities by hosting events which address issues of concern such as community involvement, education, housing, mass transit.
V. To work with the Autism Spectrum Disorder Task Force to determine the feasibility of it becoming a program of Arc.
VI. To develop a plan to become financially self-sufficient. Areas in the plan will include, but not be limited to, revenue from memberships, special events, grants, fees, individual annual donors, and planned gifts.
VII. To increase membership to 700 members generating revenue of at least $30,000 by continuing to develop and implement plans in the areas of recruitment, relationship building among members, renewals, and recognition.
VIII. To develop and implement a Public Relations/Outreach plan with the following components: quarterly publication of Arc SEntiments newsletter, development of a new agency brochure, public speaking, press releases, and developing/improving media relations.
IX. To complete a strategic planning process which will result in a strategic plan for 2005-2008.
